Even if the part is located in CA you can negotiate shipping with the yard in question. You should be able to find one for much less than your $275 budget.
The labor is going to be a different story. Finding a local shop that's going to supply a used column will be nearly impossible to start. If you do they'll charge you an arm and a leg for the part and the other arm and leg for labor. The job in question is not that difficult. A day in your driveway with a basic set of tools (and maybe a steering wheel puller you can rent) will get the job done.
I'd recommend finding the part near you used, purchasing the $12 Haynes Manual (will give you step by step instructions) and doing it yourself. If you're opposed doing it yourself then buy the column and take it to a local shop for installation to save big.
